TEMPORARY TRAFFIC ORDER

HARLEY-DAVIDSON BIKE WEEK ROAD TOUR 2008

 

According to the provisions of Chapter 221, Section 52, the Laconia City Council does hereby adopt the following temporary traffic control order for an event being sponsored by Harley-Davidson Motor Company, Inc. (Harley-Davidson) in the City parking lot located on Beacon St. East between Laconia City Hall and the United States Post Office (City parking lot) for the following dates and times:

 

  1. This order shall become effective on Saturday, June 14, 2008 at 6:00 p.m. and expire on Sunday, June 22, 2008 at 9:00 p.m.

 

    1. Beginning Saturday, June 14, 2008 at 6:00 p.m.  Harley-Davidson is authorized to use the City parking lot for the purpose of setting up the Harley-Davidson Bike Week Road Tour.

 

    1. Beginning Tuesday, June 17, 2008 and ending on Sunday, June 22, 2008 from 9:00 a.m. to 6:00 p.m. the City Hall north parking lot is to be closed to public parking and the entire City parking lot will be under the control of Harley-Davidson for the purpose of displaying, marketing and the sale of motorcycles and related products during the Harley-Davidson Bike Week Road Tour.

 

    1. Beginning Tuesday, June 17, 2008 and ending on Saturday, June 21, 2008 from 9:00 a.m. to 6:00 p.m. Hanover Street will be closed to all vehicle traffic and will be used solely for motorcycle parking.

 

    1. Beginning Tuesday, June 17, 2008 and ending on Friday, June 20, 2008 the downtown parking garage shall be signed as “no motorcycle parking”. 

 

    1. In addition, beginning on Tuesday, June 17, 2008 and ending on Saturday, June 21, 2008 the following temporary parking order for downtown parking will be in effect:

 

i. All existing parallel parking spaces currently delineated on Beacon Street East from the vicinity of the Main Street bridge, to the spaces adjacent to the Laconia City Hall parking lot, shall be designated for single lane motorcycle parking only.  Parking shall be perpendicular to traffic along the curb in the authorized and designated area.  No parking time limit will be in place for this area.  This area will have signs indicating “Motorcycle Parking Only”.  This area will accommodate approximately 121 motorcycle spaces.

 

ii. All existing parallel and angled parking as currently delineated on the southerly side of Veteran’s Square from Pleasant Street northeasterly to Main Street shall be designated for single lane motorcycle parking only.  Parking shall be perpendicular to traffic along the curb in the authorized and designated area.  No parking time limit will be in place for this area.  This area will have signs indicating “Motorcycle Parking Only”.  This area will accommodate approximately 40 motorcycle spaces.

 

iii. Motorcycle parking only will be designated in the area described as being in the middle of Veteran’s Square, along the eastbound lane, starting from the monument island extending 125 feet northeasterly along the double yellow line.  Parking shall be perpendicular to traffic along the centerline in the authorized and designated area.  No parking time limit will be in place for this area.  This area will have signs indicating “Motorcycle Parking Only”.  Jersey barriers will be placed along the centerline of Veteran’s Square along the extent of this parking area. This area will accommodate approximately 25 motorcycle spaces.

 

iv. All existing parallel parking spaces currently delineated on the north side of New Salem Street from Pleasant Street to Main Street, shall be designated for single lane motorcycle parking only.  Parking shall be perpendicular to traffic along the curb in authorized and designated spaces.  No parking time limit will be in place for this area.  This area will have signs indicating “Motorcycle Parking Only”. This area will accommodate approximately 39 motorcycle spaces.

 

v. The portion of the traveled way of Veteran’s Square that wraps around the monument island, allowing eastbound traffic to reverse direction, shall be closed to accommodate the motorcycle parking described in item iii. above.  Jersey barriers will be in place to prevent traffic flow on this turn around.

 

vi. There shall be no motorcycle parking on Canal St.

 

vii. Parking on Main St. in front of the Gale Memorial Library shall be designated as angled only parking for motorcycles.

 

viii.  Three parallel spaces located adjacent to the Laconia Spa building shall be designated as 15 minute parking.

 

a.       Harley-Davidson will provide the City with certificates of insurance and be responsible for all security and refuse removal associated with the Bike Week Road Tour as outlined in the agreement between the City and Harley-Davidson Motor Company, Inc.

 

b.      All event materials will be removed from the City parking lot by Sunday, June 22, 2009 at 9:00 p.m.

 

c.       The following are exempt from this order:

 

State, County and City Public Safety Vehicles, State and City vehicles, vehicles contracted by the City for the purposes of collecting solid waste and servicing portable bathrooms and vehicles authorized by the City and/or Harley-Davidson Motor Company, Inc. to provide for public transportation for the purposes of loading and unloading passengers.

 

 

MODIFICATION:

           

The City Manager is hereby authorized to modify, amend and implement changes to this order should public safety, pedestrian and/or motor vehicle traffic conditions warrant any such amendment or modification, provided any such amendment or modification is in conformance with RSA Chapter 265 “Rules of the Road” as amended.
