LACONIA CITY COUNCIL MEETING

 

LACONIA CITY HALL – ROOM 200A 7:30 P.M.

 

MONDAY, APRIL 9, 2007

 

CALL TO ORDER:

 

            Mayor Lahey called the meeting to order on the above date and time.

 

SALUTE TO THE FLAG:

 

            Councilor Bolduc led the salute to the flag.

 

ROLL CALL:

 

            Clerk Kaligian called the roll with the following Councilors present: Councilor Fitzgerald, Lipman, Baer, Hamel and Bolduc. Also present Finance Director Pam Reynolds. Councilor Luther absent.

 

ADOPTION OF MINUTES OF PREVIOUS MEETINGS:

 

            On motion of Councilor Hamel, seconded by Councilor Bolduc, it was voted to approve the non-public minutes of 3-21-07, regular and non-public meeting of 3-26-07 and regular and non-public minutes of 4-4-07.

                       

INTERVIEWS: 

 

1.                   Thomas Crossley – requesting appointment as an alternate to the Zoning Board of Adjustment.

 

Thomas Crossley was interviewed for an appointment as an alternate to the Zoning Board.

 

CONSENT AND ACTION CALENDAR:

 

1.                 Temporary Traffic Order 2007-04 – 26th Annual Winni Derby

 

Councilor Hamel moved to approve Temporary Traffic Control Order 2007-4 26th Annual Winni Derby. Seconded by Councilor Bolduc. Motion passed unanimously.

 

2.                 Temporary Traffic Order 2007-05 – Laconia Kiwanis Bicycle/Car Seat Safety Day

 

Councilor Bolduc moved to approve Temporary Traffic Order 2007-05 “Laconia Kiwanis Bicycle/Child Car Seat Safety Day”. Seconded by Councilor Hamel. Motion passed unanimously.

3.                 Unsealing of non-public minutes of 3-11-03, 2-13-06,3-27-06

 

Councilor Bolduc moved to unseal the following non-public minutes 3-11-02,

2-13-06 and 3-27-06. Seconded by Councilor Hamel. Motion passed unanimously.

 

4.                 Ordinance Amending Chapter 221 Vehicles and Traffic regarding adoption of Chapter 321:130-a-Notification of Unpaid Fines/Second reading

 

Councilor Bolduc introduced and read by title only for a second and final reading AN ORDINANCE AMENDING CHAPTER 221 VEHICLES AND TRAFFIC. Seconded by Councilor Hamel. Ordinance passed unanimously for a second and final reading.

 

5.                 Renting space on boardwalk to soft drink vendor

 

Councilor Hamel moved to amend the Boardwalk Policy 1. changing fourteen (14) spaces to (18) and 3.  change the fee for non- profits from $1,000 to $1,500 starting 2008. Seconded by Councilor Bolduc. Motion passed unanimously.

 

6.                 Additional City vendor spaces on Lakeside Ave. for Mc Week

 

Councilor Hamel moved to accept the new plan to include four (4) new vendor spaces at the end of the boardwalk towards Weeks Street and allow the expenditure of $1,000 - $1,500 for additional power to the sites. Seconded by Councilor Bolduc. Motion passed unanimously.

  • Councilor Hamel stated he had visited the Fair St. Bridge project and was informed the project is one week ahead of schedule.

Carl Lafond questioned the non–public meetings procedure.
