LACONIA CITY COUNCIL BUDGET MEETING

 

LACONIA CITY HALL – ROOM 200A 6:30 P.M.

 

MONDAY, MAY 16, 2007

 

CALL TO ORDER:

 

            Mayor Lahey called the meeting to order on the above date and time.

 

            The following Councilors were present: Councilor Fitzgerald, Luther, Lipman, Baer, Hamel and Bolduc. Also present City Manager Eileen Cabanel and Finance Director Pam Reynolds.

 

ADMINISTRATION

 

            Councilor Luther moved to change 01- 401-101-0003 Administration Assistant from $43,170 to $44,465 for a new department total of $197,327. Seconded by Councilor Hamel. Motion passed unanimously.

 

ADMINISTRATION CAPITAL OUTLAY/ADMINISTRATION NON-DEPARTMENTAL:

 

            Councilor Hamel moved to add $65,000 for the Main St. Bridge and $50,000 for Washington St. paving for a total of $2,012,000  funds from  01-431-343-0000 for a departmental total of $305,179. Seconded by Councilor Bolduc. Motion passed unanimously.

 

             Councilor Lipman moved to approve the new department total of $305,179. Seconded by Councilor Hamel. Motion passed unanimously.

 

ADMINISTRATION SPECIAL ITEMS:

 

Councilor Lipman recommended two changes which are not currently funded. The Winni Transit and the Boys and Girls Club for a total of $8,000 between the two items.

 

Councilor Hamel recommended taking $5,000 from the Main St. Program $1,000 out of Child and Family Services and reduce it to $7,000.

 

Councilor Fitzgerald moved to fund the Boys & Girls Club for $3,000 by taking $2,000 from the AM Teen Project and $1,000 from Child and Family Services. Seconded by Councilor Hamel. Motion passed with five in favor and Councilor Baer opposed.

Councilor Bolduc moved the Department total of $236,658. Seconded by Councilor Hamel. Motion passed with five in favor and Councilor Baer opposed.

 

ADMINISTRATION LICENSING BOARD:

 

            Councilor Luther moved the Department total of $11,260. Seconded by Councilor Bolduc. Councilor Luther withdrew the motion and Councilor Bolduc withdrew his second.

 

Councilor Luther moved to change line item 01-404-101-000 from $7,220 to $7,435 for a total of $11,260. Seconded by Councilor Bolduc. Motion passed unanimously.

 

ASSESSING:

 

            Councilor Lipman moved to change line item 01-411-101-0000 from $152,723 to $157,602 for a total of $226,961. Seconded by Councilor Bolduc. Motion passed unanimously.

 

CODE ENFORCEMENT:

 

            Councilor Lipman moved to change line item 01-407-101-0000 from $80,788 to $83,214 for a total of $152,148. Seconded by Councilor Bolduc. Motion passed unanimously.

 

CONSERVATION COMMISSION:

 

            Councilor Lipman moved the total of $3,630. Seconded by Councilor Hamel. Motion passed unanimously.

 

FINANCE EMPLOYEE BENEFITS:

 

            Councilor Lipman moved to change line item (Health Insurance) 01-429-130-0000 from $635,611 to $551,530 (Social Security)01-429-120-0000 from $266,339 to $274,915 and Retirement 01-429-135-0000 from $155,077 to $159,144 for a Department total of $985,589. Seconded by Councilor Bolduc. Motion passed unanimously.

 

FINANCE FISCAL:

 

            Councilor Lipman moved to change 01-403-101-0000 from $371,192 to $381,422 for a total of $476,136. Motion passed unanimously.

 

FINANCE INSURANCE:

 

            Councilor Bolduc moved the total of $456,500. Seconded by Councilor Fitzgerald. Motion passed unanimously.

 

FINANCE-DEBT PRINCIPAL & INTEREST:

 

            To be discussed at the next budget meeting.

 

 

FINANCE REIMBURSABLES:

 

            Councilor Bolduc moved the total of $240,338. Seconded by Councilor Hamel. Motion passed unanimously.

 

FIRE:

 

            Councilor Lipman moved to change line item 01-445-101-0000 Salaries from $1,522,541 to $1,528,770, 01-455-130-0000 Health from $596,503 to $590,368 and Retirement 01-455-135-0000 from $302,195 to $303,191 for a total of $3,170,591. Seconded by Councilor Bolduc. Motion passed unanimously.

 

LEGAL:

 

            Councilor Bolduc moved the total of $93,900. Seconded by Councilor Hamel. Motion passed unanimously.

 

LIBRARY:

 

            Councilor Lipman moved to change salaries 01-481-101-0000 from $423,672 to $436,023 for a total of $709,948. Seconded by Councilor Hamel. Motion passed unanimously.

 

PLANNING:

 

            Councilor Lipman moved to change salaries 01-405-101-0000 from $195,040 to $200,611 for a total of $277,577. Seconded by Councilor Bolduc. Motion passed unanimously.

 

POLICE:

 

            Councilor Lipman moved to change salaries 01-437-101-0000 from $2,368,392 to $2,439,511, Health Insurance 01-437-130-0000 from $733,936 to $652,899, Retirement 01-437-135-0000 from $286,547 to $300,641 and Disability 01- 437-140-0000 from $12,500 to $0 for a total of $4,030,540. Seconded by Councilor Bolduc. There being a tie vote Mayor Lahey voted in opposition and the motion failed.

 

            Councilor Bolduc moved by deleting the new Police position to change salaries 01-437-101-0000 from $2,368,692 to $2,411,511, Health Insurance 01-437-130-000 from $733,936 to $641,532 and Retirement from $286,547 to $297,955 for a new total of $3,988,547. Seconded by Councilor Hamel. There being a tie vote the Mayor voted in favor and the motion passed.

 

PUBLIC WORKS:

 

            Councilor Lipman moved to amend Salaries 01-599-101-0000 from $748,872 to $770,314, Health Insurance 01-516-130-0000 from $286,313 to $246,963, Social Security 01-516-120-0000 from $63,476 to $65,117 and Retirement 01-516-135-0000 from $71,996 to $73,868 for the total of $2,180,293. Seconded by Councilor Bolduc. Motion passed unanimously.

 

PUBLIC WORKS SOLID WASTE:

 

Councilor moved to amend salaries 01-493-101-0000 from $28,371 to $29,363 and Health Insurance 01-493-130-0000 from $16,277 to $14,045 for the total of $1,891,080. Seconded by Councilor Bolduc. Motion passed unanimously.

 

RECORDS-CITY CLERK:

 

            Councilor Lipman moved amend the Salaries 01-415-101-0000 from $132,322 to $136,316 for a Department total of $167,986.Seconded by Councilor Bolduc. Motion passed unanimously.

 

RECORDS-ELECTIONS:

 

            Councilor Bolduc moved the Department total of $28,399. Seconded by Councilor Hamel. Motion passed unanimously.

 

RECREATION & FACILITIES:

 

Councilor Lipman moved to amend Salaries01-479-101-0000 from $248,113 to $255,636 for a total of $570,609. Seconded by Councilor Bolduc. Motion passed unanimously.

 

CITY HALL MAINTENANCE:

 

            Councilor Bolduc moved the total of $66,164. Seconded by Councilor Hamel. Motion passed unanimously.

 

COMMUNITY CENTER MAINTENANCE:

 

            Councilor Bolduc moved the total of $43,488. Seconded by councilor Hamel. Motion passed unanimously.

 

POLICE STATION MAINTENANCE:

 

            Councilor Bolduc moved the total of $119,462. Seconded by Councilor Hamel. Motion passed unanimously.

 

WELFARE:

 

            Councilor Lipman moved to change Salaries 01-477-101-0000 from $61,624 to $63,334 for a total of $224,634. Seconded by Councilor Hamel. Motion passed unanimously.

 

 

YOUTH SERVICES BUREAU:

 

            Councilor Bolduc moved the total of $76,292. Seconded by Councilor Fitzgerald. Motion passed unanimously.

 

SCHOOL DEPARTMENT:

 

            Councilor Lipman moved to change the original budget by adding $267,531 to $29,288,336 for a new total of $29,555,867. Motion passed with four in favor and Councilor Hamel and Bolduc opposed.          

 

OVERLAY:

 

            Councilor Bolduc moved the total of $150,000.Seconded by Councilor Fitzgerald. Motion passed unanimously.

 

WAR SERVICE CREDITS:

 

            Councilor Luther moved the total of $511,200. Seconded by Councilor Bolduc. Motion passed unanimously.

 

COUNTY TAX:

 

            Councilor Bolduc moved the total of $2,600,000. Seconded by councilor Hamel. Motion passed unanimously.

 

TOTAL GENERAL FUND BUDGET:

 

            Councilor Lipman moved to approve the Total General Fund Budget of $53,644,608. Seconded by Councilor Bolduc. Motion passed with four in favor and Councilor Luther and Baer opposed.

           

ADJOURNMENT:

 

            On motion of Councilor Bolduc, seconded by Councilor Hamel, it was voted to adjourn at 8:15 p.m.
